  • The Directorate General of Trade Remedies initiated a safeguard investigation (File No. 22/01/2024-DGTR) concerning imports of Non-Alloy and Alloy Steel Flat Products into India, dated 19 December 2024.

    Procedurally, a safeguard investigation examines whether a surge in imports of the product under consideration, irrespective of country of origin, is causing or threatening serious injury to the domestic industry, and if so, whether temporary relief in the form of a safeguard duty or quantitative restriction is warranted. DGTR invited domestic producers, importers, exporters and other interested parties to register and respond to the safeguard questionnaires (domestic producer, exporter, importer, user industry and economic interest) within the prescribed timelines, later extended by a Notice of Extension issued 31 December 2024.

    For domestic steel producers, initiation opened a pathway to safeguard relief against a broad surge of steel flat product imports regardless of origin; for exporters and importers of non-alloy and alloy steel flat products, it meant exposure to the investigation's procedural timelines and the risk of provisional or final safeguard measures. The investigation has since proceeded through registration and revision of the interested parties list, Preliminary Findings issued on 18 March 2025, a Corrigendum to the Preliminary Findings on 17 April 2025, and Final Findings issued on 16 August 2025.

  • The Directorate General of Trade Remedies has initiated a bilateral safeguard investigation (File No. 22/01/2025-DGTR) concerning imports of Non-Phthalate Plasticizers in the form of Dioctyl Terephthalate (DOTP) and Diethylhexyl Cyclohexane (DEHCH) originating in the Republic of Korea, invoking the bilateral safeguard mechanism under the India-Korea Comprehensive Economic Partnership Agreement (CEPA), dated 30 September 2025.

    Procedurally, a bilateral safeguard investigation under CEPA examines whether a surge in imports benefiting from tariff concessions under the agreement is causing or threatening serious injury to the domestic industry producing the like or directly competitive product, distinct from a standard multilateral safeguard action. DGTR invited the domestic industry applicant, Korean exporters, and Indian importers and users of DOTP and DEHCH to register as interested parties and respond to exporter, importer, domestic producer, user, and economic interest questionnaires within the prescribed timelines, with all communications to be filed through the SETU portal. The investigation has since proceeded through registration of interested parties, an oral hearing, and Final Findings issued on 27 May 2026.

    For the domestic industry, initiation opened the door to a possible bilateral safeguard measure (duty or quantitative restriction) specifically targeting Korean imports; for Korean exporters and Indian importers or users of DOTP and DEHCH, it meant exposure to the investigation's procedural timelines and the risk of provisional or final safeguard action limited to imports from Korea RP.

  • The Directorate General of Trade Remedies has issued an Initiation Notification (Case No. AD/AA/001/2026) commencing a remand proceeding in the anti-dumping investigation concerning imports of Semi-Finished Ophthalmic Lenses, dated 14 July 2026.

    Procedurally, initiation of a remand proceeding reopens a previously concluded aspect of an investigation for fresh determination, following a directive from an appellate or judicial forum. DGTR will re-examine the specific issue remanded, inviting the domestic industry applicant and all interested parties - including the exporters and importers affected by the original findings - to make fresh submissions within the timelines specified in the notification. All communications in this proceeding must be filed through the SETU portal under Case ID AD/AA/001/2026.

    This is a separate remand proceeding from Case No. AD/AA/002/2026 (Initiation Notification dated 14 August 2026), which reopened the Non-Injurious Price determination for five named China PR exporters following CESTAT's Final Order No. 50782/2026 in GKB Ophthalmics Limited v. Designated Authority & Ors. Domestic producers, importers, and exporters involved in either remand proceeding face renewed procedural deadlines and a fresh opportunity - or fresh exposure - on the specific issue remanded for redetermination.

  • The Directorate General of Trade Remedies has initiated a remand proceeding (Case No. AD/AA/002/2026) in the anti-dumping investigation concerning imports of Semi-Finished Ophthalmic Lenses originating in or exported from China PR, following an order of the Customs, Excise and Service Tax Appellate Tribunal. In Final Order No. 50782/2026 dated 27 April 2026 (GKB Ophthalmics Limited v. Designated Authority & Ors.), CESTAT set aside DGTR's Final Findings dated 29 September 2022 to the extent nil anti-dumping duty was recommended for five Chinese exporters - Conant Optics (Jiangsu), Shanghai Conant Optics, Zhejiang Weixing Optical, Carl Zeiss Vision (China), and Daejeon Daemyung Optical (Hangzhou) - and remanded the matter for fresh determination of the Non-Injurious Price (NIP).

    Procedurally, DGTR will re-examine the NIP calculation from the stage directed by the Tribunal, giving domestic industry applicant GKB Ophthalmics Limited a fresh opportunity to respond on how the NIP was determined, while affording all interested parties - including the named Chinese exporters and Indian importers of the product - a chance to make submissions under the Anti-Dumping Rules. All communications must be filed through the SETU portal under Case ID AD/AA/002/2026.

    For domestic producers, this reopens the possibility of a duty being imposed on the exporters whose margin was earlier found nil; for the named exporters and their importers, it means renewed exposure to injury-margin scrutiny and a fresh set of procedural deadlines to track.
